Karen Edwards advises organizations and governments on developing and strategizing asset-building policy and program initiatives. Previously, Ms. Edwards was a Project Director for the Center for Social Development (CSD), at the George Warren Brown School of Social Work, Washington University in St. Louis, Missouri – from July 1994 through June 2006. CSD is an academic research center that specializes in providing the results of scholarly research and studies to community-based initiatives for more effective asset-building practice and policy development. Ms. Edwards assisted Dr. Michael Sherraden in founding CSD in 1994, and served, for many years, as a resource for state-level Individual Development Account (IDA) policy advocates and program developers, becoming one of the foremost assets policy advisors for state governments.
Ms. Edwards continues to advise CSD on assets policy work, as a consultant, and currently serves as the foremost advisor for a major state IDA policy research initiative at CSD, producing publications on IDA and other state and federal asset-building policies and funding developments, and tracking IDA and asset-building policy activity in states. This information continues to be published on CSD's website at http//gwbweb.wustl.edu/ csd/statepolicy/. Support for this initiative comes from the Annie E. Casey, Charles Stewart Mott, and Levi Strauss Foundations. Ms. Edwards also works as a consultant for the Kathryn M. Buder Center on American Indian Studies at Washington University, researching levels of inclusiveness and universality in state and federal asset-building policies and programs, as experienced by Native Americans and American Indians.
Ms. Edwards has served as an advising and directing partner in an IDA program for foster youth in St. Louis County, and has sat on advisory boards for IDA programs organized by the United Way of the Greater Metropolitan St. Louis Area, the Academy of Finance at Beaumont High School, in St. Louis, the East-West Gateway Jobs Initiative, in St. Louis, and the State of New Jersey IDA Program (Ms. Edwards was the only out-of-state person asked to be on the IDA program board). She has also served as a founding partner on an asset-building initiative organized by the National Disabilities Institute in Washington, DC, and recently co-authored a scholarly journal article on the challenges faced by people with disabilities in creating personal assets and savings.
Ms. Edwards holds a BA and certificates from two Master’s level academic programs.
