Marie J. Hawe, L.C.S.W., is an independent consultant specializing in Individual Development Accounts (IDAs) and other asset-building initiatives. She has worked in the asset-building field for almost 10 years, providing technical assistance, training, support and resource development to programs and program collaboratives. She also has over 15 years experience in fund raising and new program development. Projects that she has been involved in have included designing and securing funding for Connecticut’s first IDA program; operating the Connecticut IDA Clearinghouse; providing technical assistance for the planning, start-up and operation of an Assets for Independence program operated by a collaborative of Massachusetts Community Action Agencies; performing needs assessments, developing technical assistance plans and providing technical assistance to recipients of OCS’s EITC Outreach, Tax Preparation and Asset Building Initiative; completing a research project on IDAs for the U.S. Department of Health and Human Services and authoring a technical assistance document based on the findings; managing the resource development function for The Assets Alliance, a membership organization of experienced professionals from the IDA and asset-building field. Marie has given presentations on IDAs regionally and nationally. She is a member of the Community Economic Development Foundation Board of Directors, a Connecticut agency dedicated to economic development in low-income neighborhoods and is a Licensed Clinical Social Worker.
